            "ds_abstract": "<p> 1. This dataset collects data related to soil and water conservation planning in the Yellow River Basin. Due to the unavailability of public soil and water conservation plans at the provincial and municipal levels, this dataset includes data from the 13th Five-Year National Soil and Water Conservation Plan. <p> 2. National Soil and Water Conservation Plan (2015-2030). <p>  3. The scope of this planning covers 31 provinces (autonomous regions and municipalities directly under the central government) nationwide, excluding Hong Kong, Macao, and Taiwan. The base year for the plan is 2015, with the near-term target year being 2020 and the long-term target year being 2030. The plan analyzes the current status of water and soil loss and its prevention and control in China, systematically summarizes the experience and achievements of soil and water conservation, and based on the national soil and water conservation zoning, with the protection and rational utilization of water and soil resources as the main line, and the national main functional area planning as an important basis, formulates the overall deployment for preventing and controlling water and soil loss and protecting and rationally utilizing water and soil resources in China, clarifying the goals, tasks, layout, and countermeasures for soil and water conservation.</p></p></p>",
