    "ds_abstract": "<p>&emsp;&emsp;建立城市与城市之间排涝决策的信息反馈机制，均衡多座城市之间的利益冲突，城市与城市之间的防洪除涝就能在相应标准下有效协同，取得最佳的防洪效益。跨地区城市之间防洪除涝能力协同的关键因素为地区防洪除涝的安全效益，即圩外骨干河道仍保留一定的防洪安全容量、圩区内部水位不超过安全控制水位。因此如何量化同一区域城市与城市之间防洪除涝的竞争与合作关系，建立决策信息反馈机制。确保流域内各个城市排涝能力既能控制城市内部水位在安全控制水位以下，又能保证地区性骨干河道保留有一定的防洪安全容量是跨地区防洪除涝能力协同性分析需解决的关键问题。筛选了圩外河道防洪风险度、圩内最高水位等两个可反应流域和地区洪涝情势的关键因子，提出一种基于主从博弈理论的跨地区防洪除涝标准协同的策略均衡评价准则与方法。",
