    "ds_abstract": "<p>&emsp;&emsp;开展区划是在实地考察基础上，参考朱震达“中国北方地区沙漠化治理区划图”、中国植被分布图（100万）、中国土壤分布图（100万），并结合中国土地覆盖数据和数字高程模型（DEM）开展综合区划。</p>\n<p>&emsp;&emsp;一、 区划原则</p>\n<p>&emsp;&emsp;1. 自然地带原则</p>\n<p>&emsp;&emsp;研究区横跨东西1500多公里，南北1300多公里，受降雨的地带性分布影响，自东南向西北形成了半湿润区向半干旱区，再向干旱区转换的自然地带分布，在不同的自然地带中，沙漠化的发生成因、发展过程、表现形式和沙漠化土地的分布、程度、发展趋势均有不同，导致防治途径具有比较明显的地带差异。</p>\n<p>&emsp;&emsp;2. 沙漠化发展阶段和程度原则\n在同一自然地带内，由于沙漠化过程的发展阶段和程度不同，防治的方法和侧重点也会不同。</p>\n<p>&emsp;&emsp;3. 自然条件、资源利用与区域可持续发展方向一致性原则</p>\n<p>&emsp;&emsp;在一个自然地带内，沙漠化土地成因、土地利用方式和强度、资源开发方向、生态保护等主要方面表现出明显的地域差异。尤其在资源利用开发和区域可持续发展方面，差异更为明显，表现在对沙漠化土地防治的原则、方法和措施上也有所不同。</p>\n<p>&emsp;&emsp;二、 区划指标体系</p>\n<p>&emsp;&emsp;1. 沙漠化防治一级区</p>\n<p>&emsp;&emsp;在沙漠化发生的半干旱区（包括部分半湿润区），随着人类活动的不断扩展，逐渐形成了牧区、农牧交错区和农区等自然和人文混合的景观类型，而这些自然和人文的景观是沙漠化土地形成、发展的基础，并决定了沙漠化防治的重点和措施。因此，沙漠化防治一级区的确定由自然带确定的气候类型（半干旱区和半湿润区）和人类活动（牧区、半农半牧区和农区）两类指标作为划分依据，将半干旱区（包括部分半湿润区）的沙漠化土地划分为I半湿润农业区、II半干旱草原区、III半干旱农牧交错区、IV 半干旱灌溉农业区四个一级区。</p>\n<p>&emsp;&emsp;2. 沙漠化防治二级区</p>\n<p>&emsp;&emsp;沙漠化土地的二级分区是在一级分区的宏观格局控制下，依据沙漠化的成因、类型、强度、发展趋势以及治理途径在一定区域内的一致性和区域之间的差异性，将半干旱区（包括部分半湿润区）的沙漠化土地划分为13个二级区。",
