    "ds_abstract": "<p>&emsp;&emsp;灾害具有复杂性并不是孤立存在的，以自然灾害为例，它由气象灾害、地质灾害和生物灾害等几大子系统构成。自然灾害的这种复杂性也意味着灾害应对系统也将是一个复杂的系统，即使一个简单的区域也包含了多种可能被致灾因子影响的因素，这些因素之间具有一定的关联性，这些关联和共性对构建韧性评价体系至关重要。洪涝灾害也具有其复杂性，目前既有的针对洪涝灾害应对韧性研究主要从致灾因子的危险性、承灾体的脆弱性和暴露度、防灾体的孕灾环境敏感性、防灾减灾能力等方面开展，多忽略了灾害应对系统灾后恢复能力。因此本研究结合既有研究成果，提出致灾性-脆弱性-暴露度-防御性-恢复性（HEVPR）洪涝灾害应对韧性评价框架。HEVPR的核心概念是灾害应对系统的整体性和应对过程的连续性，并将自然、经济和社会维度之间的相互作用在系统中体现。",
