On the afternoon of May 23, 2026, the signing and unveiling ceremony of the framework agreement between the Northwest Institute of Ecology, Environmental Resources, China Academy of Sciences and Northeast Forestry University to jointly build the Northeast Cold Region Engineering and Environment Sub-center of the National Glacier, Permafrost and Desert Scientific Data Center was held at Northeast Forestry University.

Academician Feng Qi, President of the Northwest Institute of Ecology, Environmental Resources, China Academy of Sciences, Researcher Yu Youhua, Director of the National Glacier, Frozen Soil and Desert Scientific Data Center, Song Wenlong, President of Northeast Forestry University, Sun Long, Member of the Standing Committee of the University Party Committee, Assistant to the President, and Secretary of the Party Committee of the Institute of Forestry attended the ceremony. President Song Wenlong delivered a welcome speech on behalf of Northeast Forestry University and said that in the future, he would take the establishment of a branch center as an opportunity to deepen collaboration between universities and institutes, cooperate in all aspects such as scientific research, data, and talents to serve the construction of national ecological civilization.


At the meeting, Academician Feng Qi introduced in detail the construction process of the National Glacier, Permafrost and Desert Scientific Data Center, and profoundly explained the important strategic value of data resources in the Northeast Cold Region. Academician Feng Qi said that the two sides have strong complementarities in disciplines and a solid foundation for personnel cooperation. In the future, they will focus on the three major directions of scientific research, data collaboration, and talent exchange, continue to expand resource cooperation in Northeast China, Russia, Mongolia and other regions, and jointly carry out permafrost engineering and ecological governance. Research on key technologies such as governance will promote cooperation between universities and institutes to be deeper, more practical and effective.

At the ceremony, the two sides jointly signed a joint construction framework agreement and unveiled the Northeast Cold Region Engineering and Environment Sub-center of the National Glacier, Frozen Soil and Desert Scientific Data Center. Researcher Yu Youhua, director of the National Glacier, Frozen Soil and Desert Scientific Data Center, and Professor Zhang Ze of Northeast Forestry University respectively made special reports on the construction, operation management and future cooperation direction of the sub-center data platform.
