On June 16, 2023, the fifth Joint meeting of Directors of the National Science Data Center was successfully held. The joint meeting was co-sponsored by the National Agricultural Science Data Center and the National Population Health Science Data Center. Su Jing, Director of the National Science and Technology Basic Conditions Platform Center, Chen Zhiqiang, Deputy Director of the Department of Science and Technology of Henan Province, and relevant responsible comrades of the Department of Basic Research of the Ministry of Science and Technology and the Chinese Academy of Agricultural Sciences attended the meeting and delivered speeches. More than 30 people, including directors of 20 national scientific data centers, attended the meeting, which was chaired by Yin Ling, deputy director of the National Population Health Science Data Center.
The Joint meeting of Directors of National Science Data Centers aims to strengthen the overall management and construction of national science data centers, and promote exchanges and cooperation and common development of data centers. The meeting focused on how data centers should play a leading role in building data ecosystems, strive for multi-channel funding to continuously update the basic environment of data centers, strengthen the construction of scientific data security guarantee system, and interpret the "data twenty" to play a good role of data elements.
The meeting pointed out that the national scientific data center is the vanguard of scientific data management and application services in various disciplines, and it is necessary to give full play to its leading role in different disciplines, strengthen the life cycle governance of data exchange, analysis and mining, publication and citation, promote the empowerment and efficiency of scientific data, and actively build a scientific data center with global influence. The National scientific data center should make efforts at multiple levels such as theory and technology, accelerate the construction of scientific data security guarantee system, strive for financial support through multiple channels, strengthen publicity in various aspects, accelerate the construction of the basic environment of data centers, and conduct in-depth research on the content and standards of project data exchange to ensure long-term safe storage of data.
The meeting stressed that the National Scientific data center should face the new situation, new challenges and new policies, identify the positioning and define the boundary, fully consider the characteristics of scientific data openness and public welfare, and further strengthen the open sharing and service of scientific data. After in-depth research and discussion at the meeting, it is necessary to put forward proposals for the construction and development of a scientific data ecosystem in the new era, set up working groups such as scientific data security, data center infrastructure, and typical case studies of scientific data local and industrial development, and promote research on data security theories and key technologies. A number of outputs have been formed around the construction and development of data center infrastructure, the construction of data security system and the construction of data center ecosystem driven by data publishing, jointly promoting the high-quality development of national scientific data centers.
