National Cryosphere Desert Data Center (NCDC) Data Acquisition and Acceptance Policy

I. Introduction

The National Cryosphere Desert Data Center (hereinafter referred to as NCDC) is a national scientific data center recognized by the Ministry of Science and Technology (MOST) of China, hosted by the Northwest Institute of Eco-Environment and Resources, Chinese Academy of Sciences. NCDC is dedicated to the management and sharing of scientific data in cold and arid regions, encompassing comprehensive datasets covering global glaciers, permafrost, deserts, loess, and cryospheric hazards.

NCDC currently hosts 4,092 datasets with a total volume of 157 TB. The data primarily comprise text, raster, and vector data, predominantly in formats such as CSV, Excel, Shapefile, GeoTIFF, and NetCDF. The Center provides standardized data submission, long-term preservation, and permanently free open access services for users worldwide, and has become the preferred platform for researchers, policymakers, and engineering institutions at home and abroad to access critical scientific data in cold and arid regions.

This policy details NCDC's approach to data resource acquisition and will be subject to periodic review and revision in accordance with relevant national policies and the Center's development needs.

II. Purpose

NCDC is committed to collecting, managing, and sharing scientific data in the fields of cold and arid regions and global change, in order to support research and decision-making in Earth and environmental sciences. Through this Data Acquisition and Acceptance Policy, NCDC aims to:

  1. Ensure that data deposited with NCDC comply with the FAIR principles — Findable, Accessible, Interoperable, and Reusable;
  2. Standardize the data submission and acceptance process, and clarify the rights and obligations of data submitters and data managers;
  3. Ensure the long-term preservation and security of data, and maximize the reuse value of scientific data;
  4. Promote open sharing and international cooperation of scientific data in cold and arid regions.

III. Scope

This policy document covers the nature and scope of NCDC's data acquisition, the decision-making process and criteria for data acceptance, the rights and obligations of data submitters, and the regulations on data access and use. This policy applies to all individuals or organizations that submit data to NCDC, including:

  • Scientific data remittance arising from projects under the National Key Research and Development Program and similar initiatives;
  • Data voluntarily submitted by researchers and research institutions;
  • Data generated from international cooperation projects.

This policy does not include specific technical guidance on how data submitters should generate data, which will be addressed in separate technical specification documents to be issued by NCDC.

IV. Detailed Content

(A) Scope of Data Accepted

NCDC accepts data primarily covering the following domains:

  • Cryospheric Science: glaciers, snow cover, permafrost (including continuous and seasonal permafrost), ice sheets, etc.;
  • Desert and Desertification: desert distribution, dynamic monitoring of desertification, aeolian geomorphology, etc.;
  • Loess and Quaternary Geology: loess distribution, stratigraphy, paleoclimate records, etc.;
  • Cold Region Hydrology and Inland Rivers: glacier meltwater, runoff changes, water resource assessment, etc.;
  • Cold and Arid Region Ecology and Environment: ecological monitoring, vegetation cover, land use, etc.;
  • Cold and Arid Region Engineering: Qinghai-Tibet Railway/Highway engineering corridor, cold region infrastructure construction, etc.;
  • Global Change: impacts of climate change on cold and arid regions and their feedback mechanisms;
  • Geological Hazards: cryosphere-related geological hazards (glacier collapses, glacial lake outburst floods, freeze-thaw disasters, etc.).

In terms of data formats, NCDC preferentially accepts data in open, non-proprietary formats, including but not limited to:

Other digital formats may be considered at NCDC's discretion, depending on data management feasibility and long-term reusability. In all cases, data must be accompanied by sufficient metadata and explanatory documentation to enable understanding and use without the need to contact the submitter. NCDC currently does not accept physical sample deposits but may recommend appropriate repositories depending on the data type.

(B) Criteria for Evaluating Data

During the data acceptance process, NCDC will conduct a comprehensive evaluation of each submission request based on the following criteria. Acceptance of data resources depends on meeting a combination of multiple criteria rather than any single criterion in isolation.

1. Long-Term Scientific Value

Submitted data should have long-term scientific value and be able to support research in cold and arid region science and global change studies. NCDC will perform quality checks appropriate to the data type, including assessments of data completeness, accuracy, and consistency.

2. Documentation and Metadata

Data should be accompanied by sufficient metadata and explanatory documentation to enable understanding and reuse, including:

  • Submission of metadata in accordance with the national standard GB/T 30523-2014 "Core Metadata of Science and Technology Platform Resources" ;
  • Detailed descriptions of data collection, processing, and quality control methods;
  • Adoption of standard terminology, classification systems, and coding conventions relevant to the domain;
  • Specification of data usage restrictions and citation requirements.

Data conforming to other metadata standards may be submitted in their original format.

3. Data Remittance Plan

For data arising from projects under the National Key Research and Development Program:

  • Submitters shall develop a Data Remittance Plan specifying the content, format, quality control measures and methods of the data to be remitted, as well as the timing, mode, and method of open sharing;
  • The Remittance Plan shall take effect upon review by the data manager (NCDC) and approval by the project manager;
  • Each dataset shall submit corresponding metadata to support users in quickly searching, discovering, and understanding the basic profile of the dataset.

4. Uniqueness and Non-Replicability

Environmental observation data representing unique, non-replicable measurements in cold and arid regions should be accepted preferentially, for example:

  • Field survey data of glaciers/permafrost at specific times and locations;
  • Historical meteorological and hydrological observation records;
  • In-situ investigation data of rare geological hazard events;
  • Observation data series from long-term continuous monitoring stations.

Where practical, only the primary/master copy of the data shall be accepted. Data already published elsewhere under a license that restricts reuse, or data derived from data with restrictive licenses, may not be accepted.

5. Legal and Regulatory Compliance

NCDC requires that all submitted data:

  • Shall not violate the relevant laws and regulations of the People's Republic of China;
  • Shall not contain state secrets or classified information;
  • Where involving the intellectual property rights or privacy of others, shall provide legal proof of authorization;
  • Where involving international cooperation, shall comply with relevant international agreements and domestic management regulations.

All data submitters are required to sign the Data Submission and Publication Agreement at the time of submission. This Agreement grants NCDC a non-exclusive, perpetual, irrevocable, and royalty-free license to carry out necessary long-term preservation, format migration, quality control, dissemination, and distribution of the submitted digital objects. The intellectual property rights of the original data remain with the data producers or funding agencies.

6. Disclosure Risk and Sensitive Information

NCDC does not accept data that poses a disclosure risk. Submitters shall ensure that the data does not contain:

  • Personal identity information or sensitive data that could identify individuals;
  • Protected geographically sensitive location information;
  • Content that may violate China's Personal Information Protection Law, Data Security Law, or other relevant regulations.

NCDC will inspect the submitted data and supporting documentation to ensure they contain no sensitive information. Where necessary, data shall be anonymized or aggregated.

7. Model Output Data

Model output data should be accepted if the following conditions are met:

  • The data has long-term reference value;
  • The data cannot be easily replicated using open-source code, software, and model inputs;
  • Sufficient model descriptions, parameter settings, and validation information are provided.

8. Alternative Repositories

For specialized domain-specific data where a more suitable dedicated repository exists, NCDC may recommend that submitters submit the data to alternative repositories, including but not limited to:

  • Genomic data: recommended for submission to international genomic databases;
  • Social science data: recommended for submission to relevant social science data platforms;
  • Specialized data in other disciplines: may be recommended to corresponding national scientific data centers or international data repositories.

9. Fees for Acquisition Services

For data remittance from National Key Research and Development Program projects: As a national scientific data center, NCDC undertakes the receipt, review, preservation, and sharing services of remitted data at no cost to data submitters.

For voluntarily submitted data: NCDC currently does not charge submitters for data management services. Should exceptional circumstances arise in the future due to excessively large data volumes or extremely complex processing, resulting in additional costs, such costs shall be negotiated with the submitter in advance.

NCDC prioritizes the processing of data remitted from national projects, followed by voluntarily submitted data requests.

(C) Access and Use

1. Data Discovery and Access

  • NCDC provides data catalog search and download services through its official website (www.ncdc.ac.cn);
  • The website supports bilingual operation in both Chinese and English, and all routine operations can be completed in a web browser;
  • FTP tools are recommended for data uploads or downloads exceeding 1 GB;
  • NCDC provides data visualization preview services for user convenience.

2. Data Licensing

  • Data released publicly is, by default, licensed under CC BY 4.0 (Creative Commons Attribution 4.0 International) ;
  • Data submitters may make an explicit license selection during the submission process, with all licensing options presented visually throughout the submission workflow;
  • Users of NCDC data shall provide attribution and citation in accordance with relevant specifications.

3. Data Citation and Acknowledgment

Any publicly published papers, theses, data products, and unpublished research reports that use NCDC data shall include proper attribution and citation in accordance with the specifications. Detailed citation format requirements are available in the NCDC Citation Guide on the official website.

4. Embargo Period

For data with reasonable justification, NCDC supports the submitter's right of first publication by agreeing on a reasonable embargo period. During the embargo period, data are ingested and preserved by NCDC but are not made publicly accessible. Upon expiration of the embargo period, the data will be automatically open for sharing.

5. Compliance and Violation Handling

NCDC maintains effective oversight and enforcement mechanisms:

  • Full-process monitoring: through a combination of automated metadata compliance checking and manual specialist review of high-risk datasets to ensure data standardization and intellectual property compliance;
  • Tiered enforcement mechanism: implementation of graduated responses to violations of the Data Submission and Publication Agreement, including warnings, access restriction, service suspension, etc.;
  • Serious violation handling: for actions that seriously infringe intellectual property rights or compromise data security, NCDC reserves the right to pursue legal liability and will cooperate with relevant regulatory authorities to take necessary actions.

V. Policy Implementation and Responsibilities

As the data manager, NCDC assumes the following core responsibilities:

  1. Formulate operational standards and technical specifications for scientific data remittance, and promote and implement them;
  2. Receive, review, inspect, catalog, manage, and back up remitted data, and issue review reports;
  3. Conduct data cleaning, processing, organization, and routine maintenance, and publish scientific data catalogs;
  4. Promote open data sharing and value-added utilization, and conduct data application effectiveness assessments;
  5. Provide data management consultation and technical support services;
  6. Periodically evaluate the implementation effectiveness of this policy and make revisions based on practical needs.
