In response to the challenges of operating flood storage and detention areas in the middle and lower reaches of the Yangtze River region, as well as the prominent conflicts between flood control and socioeconomic development, a multi-functional coordinated development model for flood control, economy, and ecology has been proposed for these areas. Based on summarizing the characteristics and pathways for functional optimization of different flood storage and detention areas, a technical guideline for the classification and management of such areas has been developed. This guideline provides technical guidance for the practical management and operation of flood storage and detention areas within the Yangtze River Basin, enriches the methods for evaluating and managing these areas based on their classification, and has resulted in significant social and economic benefits.
